approach in carrying out transportation planning and programming activities.

Performance Report as part of the MTP. The System Performance Report is intended to “evaluate the
condition and performance of the transportation system” with respect to federally mandated
performance targets and must include a description of “progress achieved by the MPO in meeting the
performance targets in comparison with system performance.”
