The Locally Coordinated Transportation Plan (LCTP) is a document that assists stakeholders in
helping residents meet their transportation needs, provide strategies for meeting local
needs, and prioritize project implementation and funding. It is also a requirement for a
region to access the Federal Transit Administration (FTA) Section 5310 funds. The
purpose of the FTA Section 5310 is to improve mobility for seniors and individuals with
disabilities by removing barriers to transportation services and expanding transportation mobility options.
